If the green lights you described are shown in the image below, you may have a memory (ram) module problem. Hopefully that's all it is and not that it is memory controller problem
Turn off the PC and disconnect the power from the PC and then open it up and remove/replace the memory modules from the systemboard and then check if it turns on or not.
If still no good, turn off the PC and disconnect the power from the PC and then if there are two or more modules, just remove all except one module and check.
If still no good turn off the PC and disconnect the power from the PC and insert the module in the other ram slot and check.
If still no good turn off the PC and disconnect the power from the PC and try the another module in both slots as per the 1st ram module and check.
Basically what you're trying to do is determine whether the problem is a memory module or a memory slot on the motherboard
Depending on which model variant of the PC you have, i.e. a USFF (ultra small form factor), a SFF (small form factor), a desktop or a MT (mini tower), here's the support webpage that has links to the service manuals for all the variants.
They show the necessary pre-requisite steps and the procedure to remove/replace the memory modules.
If a memory module is faulty all the PCs except the USFF use DDR3L-1600 UDIMM memory modules. The USFF model uses DDR3-1333 SO-DIMM memory modules

I have Dell optiplex780 but my pc is not turning on and it is showing green light on 1 and 2 at bottom and still orange light is on power button. Please guide me if this problem could be solved.

I have a Dell desktop and the orange lightest blinking on the power button,fan spinning fast and green light on number 2 , 3 and 4.I tried disconnect all usb and connect it again still can not turn on power.
