Is the laptop's USB port(s) indicating that it is supplying power to the device e.g. plug in a phone or mouse and check for charging or laser light?
If not, go to Device Manager - Universal Serial Bus Controllers - click on the > symbol to the left of the category to expand the list - right click on USB Root Hub - Properties - Power Management - and check if the checkbox next to "Allow the computer to turn off this device to save power" in unchecked.
If not, uncheck it, click Save and restart the laptop and check if the USB port now works OK.
Do this for all the USB Root Hub entries shown in Device Manager.
To get to Device manager in Win 10 press the Win Key and the x key (both together) and click on the Device manager link.

2 Methods to fix "USB Device not recognized" error-
Resolution 1 - Uninstall and then reconnect the external hard drive
This method resolves issues where the currently loaded USB driver has become unstable or corrupt.
Select Start, type Device Manager in the Search box.
Select Device Manager from the returned list.
Select Disk Drives from the list of hardware.
