Don't know the vehicle but looking at the schematic for the right side power windows from the repair manual, (see image below) the regulator receives power from the logic board inside the passenger door switch to drive it either up or down.
I don't know which terminal on the logic board is used for up or down, X1 or X3, but since there are only the two wires going from the board to the regulator it would be easy to know as you say that it goes down but not up.
If you disconnect the two wires at the regulator and then operate the down switch you should get a voltage on one wire only and there is an earth on the other wire.
If you then operate the up switch there should be a voltage on the other wire but probably not. Most likely there will be an earth on the wire because the electronic switch in the logic board hasn't operated to switch over and provide the voltage for the regulator.
It could be the logic board in the passenger door switch that is the problem since the window doesn't work from either the driver or passenger window switch. There's no schematic for the logic board but maybe something is obviously wrong when you look at it e.g. burnt out component etc.
