The phone does not turn on
I tested and i have 4,2V and 0A all the time on the motherboard. Power button unable to turn on motherboard. I didn't find any shorts.

Phones do not have a real power switch. The power switch is just a push button that activates a circuit. The circuit then connect the battery to the phone circuit. When released, the switch is open. Therefore, there can be many causes.
Power button bad.
Connection of button to MB bad.
Switching circuit bad. = this can be one of multiple components.
Dead CPU.
