Why is my sander not vacuuming sawdust?
the bag is empty. The fan is working and the bag inflates but the vacuum is not blowing sawdust into the bag

Sounds like you could have a clog somewhere along the line. Sometimes sawdust can get a little damp and will form into a hard lump. Check the intake and out take for this. :)

You could have an air leak in the vacuum side of the blower.
