Good afternoon Rahul,
It is not uncommon for devices to appear powered off while being in a semi booted stage.
It appears this device allows you to force shut off by holding down the power button (unlock button to some) for 8 - 14 seconds, if you are not seeing any image/display wait until the device vibrates.
Once you have held the power button down to ensure the device is powered off, attempt plugging the phone back in.
If this issue persists, I'd recommend disconnecting the battery using this tutorial.
