Governor does not seem to be adjusting engine RPM

How do you test or know if the governor is working. I recently replaced the carburetor due to hunting and surging. The issue is resolved however now the snow thrower runs at WOT unless I choke it almost all the way.

What is the make and model number of the engine, used in the snowblower?
