Freezer started beeping and not cooling unplugged for 10 minutes plugged back in green indicator light at bottom of freezer blinking now and the compressor and evaporator fans are not coming on replaced power control board and potentiometer still doing the same thing

The wiring diagram is only basic but you could check if the start relay (mounted on compressor) is OK or not.
Since you've replaced the control board it may be that if the compressor is not starting due to a faulty start relay, that the fan won't operate either.
I don't know if this is the case but it won't hurt to check it anyway.
Looking at parts lists for the model, it shows that the relay is not a separately available part but comes as part of the compressor "kit". Most relays can be unplugged so if it is this type and it is not hard wired in, and it is faulty, check for any model information that is on the relay case and search online using that information to find suppliers.

Checked start relay it’s fine. put power to start run relay and compressor runs and evaporator produces frost pattern
Check if the temperature thermistor is OK.
Can't find the specifications for it but it shouldn't test open circuit i.e. OL or infinite Ohms.
Most likely it is a NTC type thermistor so as the temperature increases the resistance value of the thermistor decreases.
¹ The manufacturer's part number for the thermistor is the one used in your freezer.
