Am I soldering correctly?

This more of a general question I feel like I'm soldering at a too high temperature I keep damaging the mask around the vias sometimes stripping the mask around the vias revealing the copper I don't know if that compromises the connection or not at what temperature I should solder at? I currently solder at 400c I use both lead and lead free solder.

Sounds like you're applying too much heat. Either that or you're applying it for too long.

Are you "tinning" the via first, before soldering it to the board?

Tinning means coating the part of the wire that you wish to solder with a thin layer of solder. Easiest way is to melt some solder on the tip of the soldering iron and then pass the part of the wire that you wish to solder through the molten blob of solder so that it gets a thin coating of solder. Then when you go to solder the wire to the board you only need a minimum amount of soldering time for it to solder onto the board.

In my previous attempts I wasn't thinning the vias, but I was using flux. I have started to thin with low melt solder and got better results. I have 90w solder iron station and it can easily melts the low melt solder at 200c
