Non responsive screen to the touch

Would it be the LCD that needs to be replaced if my iPad is not responsive to touch.

I opened it up and nothing seemed out of the ordinary.

Is it still worth to fix these 7 year old iPads?

If you have a Touch issue, then changing the LCD will not help. It is most likely a digitizer issue and you can find the repair guide here.

As for the value of this device, that all depends on what part of the world you are in. Personally I still use one of these and I still like it. It is already at the end of its iOS update cycle so as long as the apps you use can still run on the older iOS, it will retain some value.
