Pull cord mot starting

Pull cord will not pull. Flywheel works perfectly, when i pull the cord, and then align it back , it does not retract. The flywheel rotor has limited movement

Broken spool spring - common failure. If you're not familiar with recoil spool repair, take it to someone who is. You could try YouTube, but mistakes with highly spring tensioned objects get ugly Fast.

Definitely the spool spring. This can happen just by use, weather conditions, or by impacts on that side. Be careful when repairing the spring, like Kevin says it can get ugly fast. I have gotten hit in the face by one before.
