Rear window wiper not working

Check if the the rear window wiper fuse in the instrument panel fuse box is OK.

The fuse number is different for different variants of the RAV4 e.g. in the EU it is fuse #3, in the USA it is fuse #20, in other areas it is fuse #4.

Consult the owner manual or the fuse layout diagram in the fuse box lid to find which fuse is used in your model.

If the fuse is OK then check if the rear window wiper motor is OK.

If the motor is OK it could be a problem with the multifunction switch on the steering wheel or the wiring from the switch to the wiper motor.
