charesse, you have very limited options here. If your phone does not come on at all, there is no way that a DIY'er gets anything of the memory chips where your files are located. So, you can either try to get the pictures from a recent backup on your computer, or you need to try to fix your phone. I would most certainly start with a new battery and/or dock connector. Of course, make sure that you also have a known good cable, and that you tried more than one computer/AC adapter to charge your phone. Here is the guide for the battery and this one for the dock connector. Hope this helps, good luck

To recover pictures you don't need any special app. Back up all your files first before you work on those. You do not want to do this to the original backup files.

iTunes copies the files to the backup and uses unique file names

in Windows XP: C: \Documents and Settings\[username]\Application Data\Apple Computer\MobileSync\BackupWindows Vista/7: C: \Users\[username]\AppData\Apple Computer\MobileSync\Backup\

You should see a folder for every iPhone backup made - pick one

sort the files by size, the iPhone 4 has a 5mb camera so the pictures should be relative large in size but no more than 3mb. Those are usually video files. Copy all those files to a separate folder, then rename all of them to *.jpg (in CMD window: ren *.* *.jpg). Change you folder view to thumbnail and you should see your pictures.
